Sure you can make the statement that its a modded version. But its not hacking. Hacking is giving you an unfare advantage by applying and loading modded game coding content back into the game to alter the games functions. This here is your classic color/weapon modifications. Everyone has access to this therefor it is not unfair. Now using code applying programs such as NitePR to give your self an advantage then that is hacking. But again in retrospect, this is fair since gamesaves like the one I made are available to everyone who goes looking for them. Someone with OFW cant use nitepr so that isn't available to all and can be considered unfair. Hopefully this gives you something to think about.
